Ha’a Hauirae is a legislative and regulatory specialist who advises clients on navigating complex legal and policy frameworks in the Solomon Islands and across the Pacific.

Ha’a brings over a decade of experience working at the centre of government law-making, including as Chief Legislative Counsel at the Attorney General’s Chambers. This gives her clients a practical, insider understanding of how legislation is developed, interpreted and applied in real-world regulatory environments - an advantage for businesses operating in heavily regulated or evolving sectors. It also gives her strong connections within numerous government departments and stakeholders in Solomon Islands whose input is often essential to transacting commercial deals successfully and efficiently.

She works with commercial clients, investors and development partners to assess regulatory risk, interpret legislation, and engage effectively with government processes. Her experience includes advising on infrastructure, environmental regulation, telecommunications and cybercrime frameworks, where she has supported both government and donor-funded projects in shaping and implementing legal reforms.

Ha’a is particularly skilled at translating policy and legislation into clear, actionable advice for clients, including identifying compliance obligations, anticipating regulatory change, and supporting project structuring in line with local legal requirements. She also assists with stakeholder engagement and consultation processes, helping clients align commercial objectives with government expectations.

Her background in drafting primary and subordinate legislation means she understands not only what the law says, but how it is intended to operate, providing clients with a deeper level of strategic insight when entering or expanding within Pacific markets.

Ha’a holds a Master of Laws in International Maritime Law from the International Maritime Law Institute (IMO), as well as qualifications in legislative drafting and legal practice from the University of the South Pacific.
